Fluency & accuracy for non-native English speakers: only self help works?

Dear All,
Many of us Indians, have studied all content subjects in English right through school & college yet a sizable number is neither fluent nor accurate in spoken English.

Does this mean 'immersion' can help only those students acquire L2, who are ready to help themselves (assuming non-native subject teachers themselves don't have high proficiency level)? What about people who aren't blessed with linguistic intelligence, will F & A in English always be a distant dream?

I've tried very hard to recall how did I learn English in the initial stages of learning but all i can recall is the facial expression of the strict 'Sisters' and threatening finger/palm whenever we were caught talking in a language other than English.
