Needs of Arabic Speaking Teachers

I'd like to know more about the needs of teachers whose mother tongue is Arabic. I am considering this as an area of research for my masters degree and believe it is one that has not been covered significantly. Any information regarding this particular area would be greatly appreciated.

I'm also trying to figure out why non-native teachers who have been teaching their subjects in English for years together do not become very proficient in English? Even in this zone, it is usually government school teachers who have poorer skills. Teachers in private schools still achieve some fluency but need to work on accuracy. Is it ennui, lack of motivation, economic/social background, fear of humiliation, lack of support or all of these that deters adults from becoming proficient in a language that is an integral part of their 'bread & butter'?

How can one best address the needs of such teachers in a short training programme like 'Language development for Non Native Teachers'? Does one focus on language structures or on interpersonal skills?
